Most sources suggest only having one drive, usually the SSD, plugged into the motherboard when clean installing a Windows operating system. So, do I need to remove the HDD to clean install Windows 10 on a new SSD?

The answer is NO. You don't have to do so. You can perform a clean installation of Windows 10 on an SSD without removing the old HDD. But it is highly recommended that you should make a system image of the Windows 10 computer in case something goes wrong during the clean installation process.
