Yes, partitioning a hard drive will make it run slower. Multiple partitions can potentially reduce hard drive performance. This is because the drive's resources are divided, leading to increased fragmentation. And eventually slows down read and write speeds. But generally, we can hardly feel the difference in speed before and after partitioning.
Should you partition the hard drive? The decision is based on your own needs.
I personally recommend splitting the partition into two partitions. One is for system partition, and the other is for storing various files and programs. By doing so, you can keep the Windows operating system separate from your personal data to reduce the risk of data loss and ensure stability. Besides, you will be able to obtain a better data management experience after partitioning the drive since the C drive contains too many complex files and folders.
