Move Windows Boot Manager to Another SSD

So I have two SSDs, one of which has Windows installed on it (let's call it SSD A). I want to format the other ssd (ssd B) because I no longer need it, but when I try to boot my computer with ssd B disconnected, windows says, 'insert boot media, etc.' When I look in File Explorer, I see that Windows is indeed installed on SSD A, but there is still a Windows folder on SSD B. I just finished reinstalling Windows and was hoping to be able to select which drive it would install on, but it did not.
