If I shrink the C Drive in Windows 10, would there be any problems? By the way, what I truly want to do is to create partitions so I may utilize more available space. If it's safe, what should I do to achieve my goal?

The answer is No. Shrinking the C drive in Windows 10 will not cause issues. If you use Disk Management to shrink the C drive, it will not allow you to apply the shrink operation on the system files, so it's safe. However, using the Windows built-in tool to create new partitions after shrinking the C drive is complicated and unfriendly for non-tech users.
EaseUS Partition Master can enable you to shrink and create partitions with free tools, and both operations will be completed within three steps. With this all-around partition master software, you can improve the management of partitions. Download it and begin to shrink the C drive:
Phase 1. Shrink the C Drive In Windows 10
Launch EaseUS Partition Master on your computer and refer to the simplified steps below:
Step 1. Locate and select the C drive by right-clicking it and choosing "Resize/Move."
Step 2. Drag your mouse to change the shrink size of the C drive. Click "OK" to confirm the warning.
Step 3. Execute the action by hitting "Execute xx Task" >"Apply."
Phase 2. Create More Partitions
After shrinking, there will be new unallocated space on your hard drive, which you can create new partitions with the help of EaseUS Partition Master's "Create" feature:
Step 1. Make a new partition with unallocated space by right-clicking on the unallocated space and clicking "Create."
Step 2. Adjust the new partition size, drive letter, label, file system (NTFS, FAT32, EXT2/3/4, exFAT), etc. Click "OK".
Step 3. Execute the operation by choosing "Execute xx Task" >"Apply."
Repeat the phase 2 process to create more partitions. Here is an article that you may like:
